Short Description: Over its four-year lifetime, the H2020 funded project PROSPECT+ supported over 200 local and regional authorities across Europe and beyond by delivering and implementing a structured peer-to-peer capacity-building programme aimed at strengthening their ability to implement sustainable energy actions included in their SECAPs using innovative financing. This report highlights the programme’s impact, lessons learned, and participants’ feedback, along with an overview of the tools, resources, and policy work developed to enable finance-ready local action.

Developing financial readiness throughout the Capacity Building Programme - Project Finance Readiness Handbook

Guidelines for applicants

Short Description: This document aims to provide useful guidelines to applicants so that cities and regions get all the information needed about the PROSPECT+ capacity-building programme. Detailed structure and plan for the CBP

Short Description: This report presents the final monitoring and evaluation results of the Capacity Building Programme (CBP) implemented under the H2020 PROSPECT+ project. The report details the peer-learning methodologies used, participant engagement strategies, thematic focus areas, and innovative financing schemes promoted. Short Description: This report presents the findings of a comprehensive SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis for the implementation of sustainable energy projects, carried out within the scope of the PROSPECT+ project. It brings together a mix of evidence from academic and grey literature complemented by empirical data gathered from 193 local/regional public officers, who engaged in the PROSPECT+ CBP across its four learning cycles.

Guidebook for the Upgraded Decision-Making Matrix

Short Description: This document serves as the Guidebook for Recommendation-Decision Matrix tool that was developed during the H2020 PROSPECT project and was updated in the context of the H2020 PROSPECT+ project. The tool is designed to support local and regional governments on their first decision-making steps against a wide array of innovative schemes for financing their climate and sustainability actions across 5 different sectors, public buildings, private buildings, public lighting, transportation, and cross-sectoral.

Report on the Project Finance Readiness assessment tool

Short Description: The main purpose of this report is to present and explain the project finance readiness tool, which was initiated within the scope of Work Package 5 - Sustainable local energy planning and decision making of the PROSPECT+ project. The financial readiness tool was designed and implemented by adelphi. Furthermore, the report points out the underlying needs for the tool and the associated raison d'être. Thus, it presents the fundamental motivations that made the creation of the tool necessary in the first place as well as a detailed explanation of its functioning and the methodology behind it.

Communication Toolkit

Short Description: As part of its communication strategy, the PROSPECT+ project created a set of short-format visual tools to raise awareness of its Capacity Building Programme (CBP) and foster engagement. Deliverable D7.6 presents a series of animated GIFs and postcards highlighting the mentors’ professional expertise and mentorship offers, alongside testimonials from mentees who completed the programme across its four learning cycles. These materials played a key role in the four major outreach campaigns, proving especially effective on social media in showcasing the value and impact of the PROSPECT+ CBP.
