The upcoming PROSPECT webinar will explore how regional public actors are using third-party investment models to overcome financial barriers and turn energy and decarbonisation ambitions into investable projects.

Third-party investment can help address one of the key barriers to energy and decarbonisation projects: the upfront cost of investment. By shifting part of the financial and performance risk away from the final beneficiary, these models can help bring forward projects that might otherwise remain on the drawing board.
But finance alone is not enough. Regional energy agencies and other public actors can play a critical role in making these approaches work — from directly investing in and owning decarbonisation assets to aggregating projects, building investment pipelines and acting as trusted intermediaries between public authorities, businesses and private investors.
Learnings and practical insights from two regional experiences
The webinar will draw on two regional experiences to show how third-party investment approaches are being applied in practice: AREC Occitanie will present FITEO, a third-party investment scheme supporting SMEs and mid-caps in undertaking industrial and tertiary-sector decarbonisation without having to carry the upfront investment on their balance sheet.
AGENEX in Extremadura will share its experience with GREENER-Ex, an initiative developed to build a pipeline of energy-efficiency and renewable-energy investments and support municipalities and public authorities in structuring projects and deploying ESCO and energy performance contract models.
Together, the two regional examples will provide practical insights into how regional actors can help bridge the gap between ambitious energy and climate objectives and the investment needed to deliver them — as well as the challenges involved in developing and implementing third-party investment approaches.
Complementing the discussion, the webinar will also bring in the PROSPECT experience, presented by Giulia Viero, connecting it with the project’s wider work on innovative financing approaches for sustainable energy investments.
A discussion and Q&A with the speakers will provide participants with the opportunity to explore the approaches, lessons learned and their potential relevance for other regions and public authorities.
