How can municipalities identify and prioritise the actions that can deliver the greatest benefits across energy, climate and local policy objectives?

On 28 September 2026, PROSPECT and ENEFIRST+ are jointly organising a webinar entitled “Prioritizing actions in SECAPs with SYNERGISE+: The experience of Valladolid”. The session will bring together experts and practitioners to explore how the Energy Efficiency First (EE1st) principle can support more integrated decision-making in local energy and climate planning.

Sustainable Energy and Climate Action Plans (SECAPs) provide municipalities with a framework for defining and implementing climate mitigation and adaptation measures. However, with a wide range of potential actions and competing local priorities, deciding which measures should come first can be challenging.

The webinar will introduce SYNERGISE+, a tool developed through the PROSPECT series of projects to help municipalities assess and prioritise SECAP actions. Participants will learn about the tool’s methodology and see how it can support local decision-making through a practical example from the Municipality of Valladolid, Spain.

The programme will include a presentation of SYNERGISE+, a Q&A session, and a discussion with Sonsoles Gonzalo Pitarch from the Municipality of Valladolid, who will share the city’s experience of using the tool to prioritise its SECAP actions and align them with wider local objectives.

Building on the previous workshop on making SECAPs more strategic, this session will move from strategy to implementation by demonstrating how municipalities can use SYNERGISE+ to translate local priorities into informed and actionable decisions aligned with the Energy Efficiency First principle.
