ESV mentoring in PROSPECT Learning Cycle 2

The Mentor ‘ESV - OÖ Energiesparverband, the regional energy agency of Upper Austria’ is sharing its expertise on financing and implementing successful EPC streetlighting projects with Mentees from ‘Municipality of Patras (Greece)’, ‘Municipality of Burgas (Bulgaria)’, ‘Municipality of Nizhyn (Ukraine)’, ‘Municipality of Vaslui (Romania)’. They are participating in the 2nd Cycle of the PROSPECT Learning Programme, constituting the 7th Group for Public Lighting. The peer learning activities will be focalised on Energy Performance Contracting (EPC). +Mentors' Corner

During Step 1, an online session took place on the 16th of May 2019. At this first online session, ESV presented the ‘EPC in Upper Austria’ projects, which cover the sectors of Public Lighting (Municipality of Bad Schallerbach, Municipality of Gunskirchen, Large-scale conversion to LED in Wels, Gas station "Pink"), Public and Business Buildings and Renewable Energy Installations. It supports energy efficiency projects and investments in renewable energy technologies in the public and business sectors. The key to the programme's success is the combination of a strong supporting facilitation service (information & advice services offered by the regional energy agency) and a financial incentive offered by the regional government. Overall, this has led to a functional and well developed Energy Performance Contracting (EPC) market in Upper Austria with many EPC projects implemented each year. More than 200 contracting projects were supported (about 100 in municipalities, 50 in companies and 50 in institutions), with a total investment of around 65 million €. For example, in the Municipality of Bad Schallerbach the following savings were achieved: 130,900 kWh of electricity, 19,500 € of electricity costs, 20,000 € of maintenance costs, as well as a CO2 emission reduction of 60 tons.

During Step 2 of the Learning Programme, a second online session took place on the 13th of June 2019, where mentee representatives had the opportunity to present their own projects, pointing out their special needs as well as the respective sectors in which they intend to gain knowledge and experience.


The Mentees will visit ESV in Upper Austria to learn about best practices for Public Lighting

Step 3 includes the physical meeting that will take place on the 5th and 6th of November 2019, a two-day site visit will be organised in Upper Austria. The main objective is to deepen the mentees’ know-how of EPC-related topics and to create an environment for dialogue and exchange on details of the practical implementation of streetlighting refurbishment projects and EPC. The programme will focus on LED streetlighting technology, EPC and funding issues through presentations, the calculation of concrete examples and site visits.


Replication/Transferability

The 4th and last Step of the Programme will include an online session dedicated to the assessment and evaluation of the peer learning activities.
